Burma needs Strategy not Strategery
the cat does not expect the country currently chairing ASEAN to do anything much. business interests matter more to the decision-makers, the lives of 'nobodies' (those who get left behind) are cheap.
according to the cat's parents, once upon a time Myanmar was one of the wealthiest nations, while the country that currently chairs ASEAN was still struggling with independence. now Myanmar is down in the pits, & her neighbours stand by & preach the usual ASEAN 'non-interference'. (maybe life is easier with one less economic rival?)
wheels turn, nothing lasts forever. replace 'Myanmar' in the preceding paragraph with the name of the country that is currently the wealthiest in Southeast Asia. maybe people in that country should be really scared.
